Questions about photo review

While reviewing photo, I saw something strange. Please see the screenshots. 9 out of 10 photos are almost identical. I guess the same person submitted these 9 photos for additional photos. However, I think that the identical photos will not improve the quality of wayspot photos. The photo guidelines say "Exact duplicates of existing photos". However, in this case, the 9 photos are not exact duplicates of existing photos. What should we do this as reviewers? I would also like to ask @NianticCasey-ING for their opinions.

Looks like someone (likely a Pokemon Go player) may have been repeatedly submitting the same Wayspot over and over again, but it kept getting rejected as a duplicate. That would explain why there are so many of the same photo on this Wayspot.
I've had some of those. All valid, all slightly different.
