Not able to delay submissions?

Can anyone clarify for me this news post, specifically that I do not seem to have an “upload later” option when creating submissions?
I still only see the “submit” button which means I have to drive to an area with better reception, upload it, then drive back if I’m doing a park or other place with multiple POI. From the news it sounded like this feature is live for anyone who is eligible to submit stops:

I don't believe there's been any actual comment on this by Niantic, but I have yet to hear any player say that this feature actually is live and usable. See also this thread:

The option was there for me when submitting a new photo for an existing wayspot, but not when I was submitting a new Wayspot.
