Niantic knows about it. At this points, it looks to be more intentional rather than a bug. You're not the first person to bring this up on the forum.
@RU001-ING You’re absolutely correct. This message is a real motivation killer. After getting countless four-day dismissals, and hearing advice from needing to spend at least 20 seconds per review, to altering the numeric ratings assigned, to paying more attention to what I’m doing, I believe I’ve found the answer (in my case, anyway).
The need to take time (I’ve heard at least 20 seconds, but always take a minimum of 30 seconds) is for EVERYTHING. That includes duplicates, photo reviews, description reviews—everything. I had been doing photo reviews and submitting duplicates in perhaps 15 seconds, and I’m pretty sure that’s what did me in. Perhaps see if that helps. Good luck.
