Upgrade taking too long.

My first wayspot that I nominated was around 40 days ago, around 4 days back I upgraded it yet there is no response regarding the wayspot. In between i got around 10 wayspots accepted as well except for that one. Could anyone help me with what could be wrong??

Is it in the same area as the others? The easiest explanation is that this one is in a more congested area (cell), where things move much more slowly.
It is in the same area, but there are 4 s14 cell in my area whereas there are just 7 pokestops and 3 gyms. All the nominations i presented in last 1 month got accepted except for this one.
could be less ppl vote or too many crappy submissions ahead so things take time now.. my last submissions before also took months upgraded...
