I know restaurants and bars are difficult submissions, but what if there is a nomination for a restaurant that is actually listed in the michelin guide and Gault Millaux?
Are those worthy of acception or do they actually need to have some kind of history to qualify?

They should be but I would definitely still try to explain what makes the restaurant unique along with those things
they don't need some kind of history. but sure helps if its has something unique (cultural, historical or theme) about them.
as long you can fit in the eligibility criteria into the restaraunt nominations... insist. https://wayfarer.nianticlabs.com/criteria#eligibility
even before the past michelin stars meatn nothing. restaurants were super hard to get through.
good luck.
So basically all cafe's, restaurants can be nominated?
I'm not asking as a nominator but as a reviewer, since I never know what to do with them :P
Generic chains are generally ineligible. Unless they are literally the only thing in town like a discussion niantic casey pointed out. But 99.99% of the time if its a generic chain restaurant its a no
Also note this statement in the General Guidelines under Local Businesses:
"For reviewers, keep in mind that even a generic business in a small town can be an important part of the local community."
It is still a tough call for the reviewer.
I have a friend who has been trying for many months (maybe now years) to get a local Michelin Guide restaurant added. She has provided more and more detail each time, but has had it rejected I think 10 times now. Reason is always that it is a "generic business".

as long they dont fullfill any of the rejection criteria, yes, they ALL can be nominated.
but it is up to the reviewer to decide if the cafe/restaurant fits in the social gather, exploration or exercise.
there is no right or wrong.
in my country, the rural restaurants/cafe are always bland-looking / "generic looking" so i give an OK grade.
i evaluate if it is a rural area by the satelitle view.
in my country there isn't any case of "chain-brand cafe like starbucks being the only great thing in the rural area"
lol
the "generic business" got removed. so maybe, try now?
depending on the country, the reviewers appears to be more open about cafe/etc
Very few things don't meet any of the rejection criteria, Its better to approach potential nominations and reviews asking if it meets the acceptance criteria while not being in an ineligible location.
