Additional information: These are clearly man made and placed into the ground with wiring ran to an electrical system to charge vehicles. Not natural formations at all

You can't appeal rejected nominations, it's even written in this part of forum summary: "Appeal rejected invalid Wayspot reports or request removed Wayspots be restored if they didn't meet removal criteria; nomination appeals not accepted"
But you can ask for advice in Nomination Improvement part of forum where you post your full nomination screenshot (with both photo, all text, location and screenshot of rejection mail) to get any advice if you can improve your nomination to get it accepted next time.
But with this candidate, it looks like for first: it's not visible on map view or streetview of this location (the closest streetview won't show your location, and on map view it looks like part of normal parking, there isn't anything else here). If it's not visible on map, there is your rejection for "seasonal" (as reviewers don't see it on map).
Second, car charging stations aren't eligible, so "Not meet criteria" is a correct rejection reasons. We even had some thread about similiar car charging station and it was explained in it why things like that isn't eligible. You can look it up if you want more information ;)
I reccomend to look for something else to nominate in this area, this one don't have much chance of being accepted.
