Criteria question not answered and moved into the bug thread

Earlier today, I posted a question in the Criteria Clarifications channel. While there is no description, the channel it typically where individuals discuss criteria & eligibility requirements. My question, while buried a little by text explaining the situation and criteria, is as follows:
[...]could somebody at least offer clarification on if these nominations should be flagged as duplicates or rejected as exact duplicates?
Rather than provide criteria, I was given a generic answer that displays a level of ignorance to my question. To add insult to injury, it was moved to the Bug Report channel. While related to a bug (that we waited 24+ hours for acknowledgment), this was not a bug report not a criteria question.
