Additional information:
This is a portal on a very very small island (only like a big rock) that's not accessible for pedestrians if you don't own your very own boat.
Only one team in ingress have access to it, mostly only one player that owns a boat, and hence it's impossible to take down.
There also are none tourist boats for this area or any other commute or public transport and it is too far out to be able to swim to it.
During the summer it is a bird protection area with access ban.

That seems ligit to me... sorry. The "Rock" is open to the Public...
I'm leaving it up to the staff/mods/admins of niantic to decide. And if they believe it's a valid portal so be it, nothing I can really do about it more than leave my view on it (as I did here). So let's agree to disagree 😄
The portal in question is accessible, as stated by yourself, if you have a boat.
Theres quite a few islands around that have lighthouses which are waypoints, which can only be accessed by boat or helicopter, some are even restricted to a handful of days a year. They are all valid.
That's actually pretty crazy that niantic allowed that, cause many islands are really dangerous to enter.
Wasn't so long ago a teen got hurt badly cause he slipped on wet cliff trying to get to a pokestop at a lighthouse. 😞
The pictures on that Island doesn't looks so safe to go on aswell. Slippery rocks everywhere
And if its bird protected area its illegal to go there (in most country's) and usually people dont know anything about that. So its just bad to encourage people go there.

Appeal Denied - Thanks for the appeal, Agent. We took another look at the Portal in question and decided that it does not meet our criteria for removal at this time.
What does "at this time" mean?
And also, as a wayfarer one of the choices for ineligible POI's are when it's not safe for pedestrians to access the POI.
"Used for nominations that do not have a safe path to the object. It is not enough to be able to access the nomination from a nearby sidewalk. There must be a walkway or path that leads all the way to the object. Remote nominations, such as those on mountain tops or on small islands, are acceptable if they can be safely reached on foot. "
Does this means that a, in this case, portal that's placed on a small cliff-island in the middle of the sea are, by your terms, safe for pedestrians as long as you are able to reach the island by boat and then walk up to it? (even though it's cliff/rocks = when wet they are super slippery)
