This gymnastic hall haven’t any piece of private territory and based on the ground floor of usual apartment house.

Nobody wrote that it's a private territory. It's for children.
Public schools are also not a private territory in Russia...
And just in case, if it's confusing that the title doesn't contain the word "school".
There are different classifications of russian educational institutions.
There are "вид" and "тип". They both translate as "type" in English, but mean different things.
The first is "children sport school" for this portal. The second is "public organization" (because it's not a state or municipal school).

But as I said before, this gymnastic hall (not school) based in the usual apartment house and haven’t any kind of special territory as schools and kindergartens have. There are no fence and no “school grounds” at all, so players literally can’t trespass anything and can’t bother anyone.
It's school. Not big one, not separate building, but school.
And as I wrote above, it's just not-state/municipal children sport school. For those who do not understand that it's a school and part of additional children's education, there was a link to wikipedia.
Children's schools that are engaged in additional education in the field of music, drawing, sports, dance (and etc) are also K-12 schools (as far as I understand).
The fact that it is not a separate building does not make it a legal waypoint. Maybe it's not a reason to delete waypoints nearby, but adding the school itself as a waypoint is somehow strange.
This place also provides athletics facilities for adults without restriction and at the same time, such a case is standard for most local institutions of this type.
