Waypoint not accepted

I recently nominated a waypoint that was not accepted. Wasn’t giving a reason why so wanted to know what y’all think. I’m not mad just want to learn so I can make better nominations. It’s located next to sidewalks and isn’t a generic sign any info would be much appreciated

One reason would be the license plates visible on the photo.
So if I fix the image would it still make it eligible or no?
I wouldnt rate it too high anyway... its just a housing complex? Wich criteria makes it good?
I would give this a 1-star with the explanation that it doesn't meet criteria. It is just a generic apartment sign that doesn't meet any of the three eligibility criteria. The only way for a sign like this to meet criteria is if the sign is historically or culturally significant. Both of which should be independently documented.
