Changed hometown on 1st but still seeing "nice works come back later"

I've always had a finite amount of reviews to do since I began reviewing. Without fail I will reach the end of my queue and see this message. Which will only refresh in 4 days time. (The so called" 4 day cool down")

But what's the point of helping out with the Russia challenge when I will only be able to review 2 or 3 days out of the period due to this!
