Right now the event seems like Niantic said "Hey, we're hosting a fun picnic!" and then when picnickers arrive on site, they find a bag of coal and a thawing pack of store brand hotdogs next to a note saying "Have Fun!". There's been no Niantic presence on that thread since the beginning of the event.
Edit: Niantic has now left a clarifying comment or two!
I've read the comments and Niantic says NO. We have to be stuck in a country which language don't speak. That's no fair! I won't participate in another wayfarer challenge again if they do that!
Niantic have said we'll be able to reset our home locations when the event is over.
I'm still not sure why they chose to make it so that we have to change our home location (a choice that's normally fixed once selected) when our bonus location is able to be changed periodically. It would've made much more sense to have the year long cool down for bonus location changes set to zero for the event and a couple of weeks after it finishes instead. Regardless though, we have confirmation that we ourselves will be able to change our home locations after the event.

If the area between BL and HL differs is a question I have tried to solve for a long while. Are you sure that HL is 1 + 8 S2L6?
based on this event and my data and a friends data, (previously most had it in their country, so it was hard to draw conclusiveness) but being in Russia now seems pretty clear.
