Second "Come back soon when there's more to explore!"

This is the second time I am getting "Come back soon when there's more to explore!" within a week

I just got out of the 4 day cooldown today morning, and within 4-5 hours I see this again.

I was NOT reviewing fast at all, and took at least 30-40 seconds per review.

I really wanted to help and review the Russian wayspots, but with this I am essentially blocked for 8 days now.

This really needs to be addressed, as I am very sure I have not "run out of submissions to review" from three countries.
