Additional information:
GE Belfort is a company with high confidentiality on electrical motors development, you cannot enter without autorisation.
Previous name is Alstom, this company developed the French TGV ( high speed train)
This is NOT a public area but private company with height level of control access.
You can turn around the company only on 75% of the location, 25% are reserved for train access without pedestrians access -refer to street view
By turning around on public street you weren’t able to touch the wayspot.

Hi, All player have to be able to reach all wayspots from public area.
This wayspot is know by many RES players as special, or impregnable if you prefer, in the region….
It would be interesting to have feedback from people who disliked this post.

Simply ask to this player to destroy the portal due to the position of his resonator considering that niantic didn’t ban him for spoof he is certainly full legit
Wayspots never required to be safely accessible by everyone.
Something inside a company building, if it can safely be accessible by employees, is fine.
It was clarified again in Niantic Wayfarer: November AMA :
How does “publicly accessible” apply to locations that have limited access, like members-only clubs, gated communities, time-restricted areas?
Just like with the definition of private residential property, this guideline hasn’t changed. These locations would still be eligible, including restricted areas on the grounds of a company’s headquarters or behind locked gates so long as there wouldn’t be objections to you entering the area and the location is accessible to some folks. We do not expect all players to have access to all locations but we strongly recommend following real-world rules while attempting to access locations.
I see @Kroutpick-PGO already beat me to the explanation, but also, Wayspots are only removed if they meet one of the removal criteria, which is as follows:
For all other cases, Niantic will review the location if the (verified) property owner contacts them via the form provided in the Pokémon GO or Ingress Help centers.
And just to note that being on private company property does not mean that the object/location does not have pedestrian access. Pedestrian access does not mean public access.

I took your advice, and if walking on the trackage have to be considered as pedestrian access to reach it when you need/want, then I'm ok. It’s not safe but the way when you’re not part of the company, you’re not part of a service company or there is no event making possible to enter.

The site can be visited. For instance in this video from a local tv channel, thirty high-school students visited the facility in 2018 (long after the General Electric acquisition). Some of them were taking pictures with their smartphones. Among them, how many PG or ING players (not even counting their teachers and the cameramen).

"Pedestrian access" means that you can safely walk up to the object, which you obviously can, as it's an exhibit within a building. Sure, you need permission to enter the building first, but restricted access is completely okay in Wayfarer.
