I upgraded a nomination that got rejected before it upgraded.

Upgrade got rejected and its stuck on upgrade next, I now can't upgrade another nomination as its stuck on this one.

This. Reiterating, an upgrade next that gets approved/rejected before it gets upgraded is stuck and then once you do get the upgrade, it just randomises to any other existing nomination.
