Boosting home/bonus location submissions for Challenges

I don't know if anyone from NIA is gonna read this but would it be possible for future challenges to boost submissions from the country we're putting our home or bonus location in.
From the feedback I've read this past week, if you didn't put the location in the top 2 cities of Russia (Moscow and St-Petersburg), you really didn't see many Russia submissions. Other cities that complete the top 5 (Novosibirsk, Yekaterinburg and Kazan) which all have more than 1.2 million people living there, they really didn't see a lot of Russian submissions even though I'm sure they have a backlog too.

A few people I know I put it in one of those cities and really didn't see much.
I put mine in Khabarovsk in the far East of Russia and did review a lot, dunno what you guys are talking about, dont know how much soumissions you reviewed during the event but if you only did a few, that's why
