Shouldn't the upgrades have been applied all at once?

I received 10 upgrades for participating in the challenge on my Pokémon GO and Ingress Wayfarer account. Although having far more than 10 non-upgraded nominations pending on both accounts, only two of the 10 upgrades applied automatically on my Pokémon GO account and only one on my Ingress account. The other upgrades just stacked on my accounts and did not apply to the available nominations.
I tried to mark nominations as "Upgrade next", but the upgrades still did not apply.
Shouldn't the upgrades randomly apply automatically all at once? Has this also happened to others?
Will they be applied some time?
Example from my Ingress account (Same player name as the PoGo account i use to log into the forum): The one upgrade that applied and the other nomination that i marked as upgrade next. The filter is set so that only nominations in queue and in voting are shown, you can see on the scrollbar that there are plenty of possibilities to upgrade.
You can see that the other 9 upgrades simply got stacked.

The system doesn’t work like that. Just choose what to Upgrade Next and then check in later that day to choose another.
I think it's far better that way. It will let people choose what they want to upgrade, and won't flood the system as much with all the upgraded stuff at the same time.
that doesnt work here. i upgraded the things to "upgrade next" 9 hours ago and now it is still 9 and i do not have anything i can upgrade.
Mine took a while too. I don’t know the exact hours it takes for the system to do a scrape & see that you have an upgrade but it’s less than 24 hours. Keep checking back and make sure you choose what you want to Upgrade Next.
It is moving! Both my Accounts got another Upgrade applied! Would have been nice if this was somehow communicated from Niantic, but this is good! If we'd just know the exact or rough time cycle this happens....

I'm glad that the upgrades come one by one, so I can distribute them as I wish.
OP specified that he or she has a PoGo and an Ingress Wayfarer account (possible if you use different emails for each game, of course).
Isn't this a great thing for people who didn't want upgrades randomly applied and hence potentially being assigned to stuff they didn't want upgraded? It certainly solves that common concern.

Yes, i would have loved to link both Accounts to the same Google account, but that was not possible. I had my PoGo on Trainer Club and started with a Google account for Ingress, but did not link the Account to PoGo. But when Wayfarer came up i tried to link it, but it wouldn't let me. So i ended up creating a second Google Account just to Access Wayfarer on PoGo.
As i already said, i would prefer one Wayfarer account. The Wayfarer challenge was really the first time the two accounts showed useful to me rather than just being a burden: you always do double work and if you have an upgrade, your favourite nomination you would love to upgrade is on the other account😑.

Imagine if 10 upgrades all applied at once for EVERYONE that participated... wayfarer would most like come to screeching halt
wayfarer already HAS came to a screeching halt several month ago! infact, it is already a year now!
The effect is self-reinforcing: If people (at least people like me) receive 10 upgrades, they review less than usual. But if so many nominations get upgraded, the reviews would be badly needed to keep the "Wayfarer Train" rolling.
More upgraded nominations but less reviews leads straight into a catastrophy.
Thanks for touching base, @MaxEtMoritz-PGO! I have taken a look at your account and can see all the Upgrades have been applied. It may be due to a delay in the synchronization that could be causing this issue.
