I imagine a large number of reviewers that took part in the Russia wayfarer challenge will have been awarded 10 upgrades each. As such, it's likely flooded the system with a lot of upgraded nominations. Take into account anyone else that are earning upgrades, such as myself, by still reviewing now, and then applying them to nominations in the system. It could be like this for a while since we don't know the exact number of people that did the Russia challenge.
