Instant 24h cooldown

For the last week I havent been able to review wayspots at all. I get an instant cooldown even after waiting minutes or by hitting 'Skip'. Whats happening? I have great score and almost 70% agreement rate and always review carefully and with at least 30-40 seconds before submitting.

I think there's probably a bug in the system. A few people, including myself, I talk to have either had no cooldowns, or have had cooldowns immediately. I could be wrong about it being a bug though but it does seem that the sudden surge of upgraded nominations from the Russia challenge has caused some unwarranted issues
That's ok. I've done reviewing off and on for the past few days (never more than 30 a day). I did one, literally one review today, a rejection after 45 seconds, and I immediately got hit with the 4-day softban.
If I didn't have nominations I was trying to push along in a timely manner, I would completely wash my hands of this. What a broken, buggy, frustrating system.
Is there any way to contact "support" to find out **** is going on?

Try writing in Report a bug part of forum, you will have more chance that someone from Niantic will see it :)
