Overlapping wayspots yet both being unique in their ways. How would you judge it?

So I got this for review where it was a information board on a building and states that it was a gymnasium back in the day and now its a youth centre. However this youth centre itself is a wayspot already. Would you consider the submission a duplicate since it belongs to the youth centre and is an information board about it? Or would you say they are two different and unique things?

Different things with one physical location.
IMHO it would be a duplicate. Even if it did get through then it wouldn't be brought on line because its too close to an exiting portal.

The info sign is different to the buildings itself and should be reviewed for what it is.
Don't worry about whether it overlaps with another wayspot, if the location is accurate, just review it normally and let Niantic handle whether it appears or not in whatever game.

I reviewed it for what it is and it was unclear with the location but it was possibly there due to the description and supporting photo so I gave it a 3*. I was just not sure if those two wayspots will be considered as one thing or not. Like whether to mark it as duplicate or not as @BlackOmegon suggested!
