The wayspot was nominated here 10.03148761821999, -69.25687999928965 (blue circle of the first picture) but when it got approved it appeared here 10.03140005992527, -69.25638430386842 (in the corner near the "Avenida La Mata"). So my guess is that some people move it during the voting phase.
As you can see in the original photos and in the record of the geotags, the location differs from the one where the portal is right now.
