Massive abuse, including Disguising location (Case at Izumi-City)
Hi, @NianticGiffard .
What do you think of a being strapped to a tree branch, or a board suspended from a tree branch?
That's a bit vague, isn't it?
Let's continue with the details of this story.
One such application I reviewed some time ago.
The application was for a plaque tied to a tree branch.
The applicant described as "this is a trail marker".
I rejected it, but when I checked today it was online as Wayspot.
Title of the Wayspot:トレイルマーカー17 信太の森コース

The application is in Japanese, so let me translate it into English for you.
Title:
Trailmarker 17 信太の森コース
Trailmarker 17 Shinta Forest course
Description:
信太山キャンプ場で自然を身近で感じる為に場内の里道を活用したプログラムコースのトレイルマーカー。
パノラマサイトの炊事場の先にある。多くの人はレイクサイト方向に向かう為、地図を見なければ18番を見る事になる。
Trail markers for the programmed trails in the Shindaiyama campsite to get closer to nature, using the village paths on the site.
It is located at the end of the cooking area of the Panorama site. Most people head towards the Lake Site, so if you don't look at the map you will see number 18.
Supplementary information:
ヘルプにもある、コース名のあるトレイル(自然歩道)のマーカーの為、冒険的基準を満たすと判断し、申請しました。

This was written in the help.
Because it was a named trail course (natural sidewalk), I have applied for this trail as it meets the adventurous criteria.
As it is an institutionally maintained programme trail, if it is damaged or destroyed, it will be repaired in its original position.
A map of the course is available on the webpage and has been used in the supplementary photos. Please use it to help you find your way around.

Here is the information about this Wayspot.
Intel Map
IITC
I don't understand why at all, but The Wayspots created in this region are always within the yellow diamond shown in the IITC, so it looks like they are created to be placed one at a time.
This is true not only for Shinoda-no-mori, where the Wayspot is located, but also for the area around Kurotoriyama Park, which is located to the southwest of the Wayspot.
The object applied for is a tag, which is mainly just a number, strapped to one of the trunks of a branching shrub.
This bracketed shrub can die, its trunk can be burnt off in a thunderstorm, or it can be cut down.
The tree is a plant and not a permanent one.
If this shrub disappears,
the tag "No.17" will only be attached at another location away from this site.
In the first place, we do not know how long this "walking track" will be in place.
As it is only tied to a tree, it is possible for the management to move it around at will or
They can be moved around, withdrawn or re-established elsewhere at will.
There is no permanence in this tag being tied to the tree.
It is still part of the walk, as "No. 17".
But if you ask me whether it qualifies as a POI, I would say a definite NO.
Let me give you a clearer example.
There are Google Street Views of this area taken by the same applicant.
Let's take a look at one of them together.
Zoom
You can see it's noticeably worse than the "Trailmarker 17 Shidanomori course(This one has gone ONLINE as Wayspot.), hey?
The tag "No.12" is not even tied to the trunk of the tree.
It's just hanging from the branches of a tree.
Next. No.11.
Zoom
No.11, which is also just hanging on a tree branch.
It can be moved to any place. It will not be in this place forever.
No.10.
I've given you a few examples of this, but I'm not just questioning the fact that a tag that is just strapped to a tree branch is a Wayspot.
I will now explain why I think so.
Case:No.2
Let's take a look at the No.2 tag, which has already been turned into a Wayspot.

IITC
From the nearest Google Street View it is possible to see the "No. 2" tag.
But wait.
Take a closer look here.
Open by GoogleMap
If you open the Wayspot information in Google Maps, you will see that the "No. 2" tag (In oter words, Wayspot Title of the Wayspot:トレイルマーカー 2 信太の森コース)from Google Maps is directly south of you.
However, if you actually check from Google Street View, it does not exist directly south.
Surprisingly, it turns out that it must lie to the south-east of where Google Street View was taken.
This proved that the applicant had lied about the location of the subject of the application.
When I consider the position in Google Maps,
the position in Wayspot, and the actual location "No.2) of the object in Google Street View.
The red circles show where the Wayspot was supposed to be.
The applicant, Use "No. 2" tag (In oter words, Wayspot Title of the Wayspot:トレイルマーカー 2 信太の森コース)" to gain some advantage in order to take advantage in Pokémon GO. It is very possible that you have made a false application.
I think this is a serious issue that we need to consider in conjunction with the fact that a plate that is just hung on a tree is not a Wayspot with permanence.
In fact, the latter may be considered the more serious abuse and offence.
Now, are these the only ONLINE Wayspots that should be under suspicion,No.17 and No.2 mentioned above?
In the Shidanomori area alone, this tag just hanging from a tree is a "trail marker! The following are among those that have been applied for and wayspotted as
A list will be provided.

Location:https://intel.ingress.com/intel?ll=34.488017,135.446764&z=17

According to Google Street View, the "No.16" tag is northwest of the location where the photo was taken.
However, the Wayspot is set directly north, ahead of the point where the photo was taken.

Plate No. 15, which should be just west of where Google Street View was taken.
However, the location of the Wayspot has been shifted significantly to the north.
Checking with the IITC, we can see that the Wayspop has been falsified so that it crosses the yellow line and is ONLINE.
Here again, please see the two ITIC screens for the wider area quoted above. There is one Wayspot for each yellow diamond, and when you combine this with the location disguise that we have just uncovered, don't you think there is an answer that emerges?
I believe that a number of other deceptions and abuse have taken place at this location.
Due to the character limit, we could not report the report in one go.
We will continue to keep you informed using the comments section.
I would appreciate a detailed investigation into this applicant.

Comments
Hi, @NianticGiffard .
Apart from the "trail markers" that I have already told you about
I have found that some of them have been disguised in the Shinodanomori Area.
The following is a list
(O-1)
Title of the Wayspot:何でも食べれば元気な子!
Location:https://intel.ingress.com/intel?ll=34.489811,135.447429&z=17
Google Street View
The original position of the waypoint existed south of the yellow line of the IITC; it was not supposed to cross the yellow line of the IITC to the north, but the applicant deliberately manipulated its position.
What's more, If we compare the paper pasted on the board in Google Street View with the one whose photo has been adopted as Wayspot, we can see that even in this one the wooden pole to which the paper has already been pasted has been changed into something else.
There is no permanence in this.
(O-2)
Title of the Wayspot:信太山青少年野外活動センター
Location:https://intel.ingress.com/intel?ll=34.490984,135.446303&z=17
Google Street View
I have looked at the nearest Google Street View, but there are no objects in Wayspot anywhere.
The area is enclosed by an orange fence.
The title of this Wayspot, "信太山青少年野外活動センター(Shidayama Youth Outdoor Activity Centre)", has its own official website.

Location:https://intel.ingress.com/intel?ll=34.491409,135.446119&z=17
From the information displayed on Google Maps and Google Street View
The object should have existed in this location.
It was found to have been deliberately displaced by the applicant.
Google Street View
The applicant has deliberately shifted the Wayspot to the south-west, straddling the yellow line of the IITC.
It is believed that the applicant has an intention to take advantage of the Pokémon GO game.

Title of the Wayspot:堀尾正明君碑
Location:https://intel.ingress.com/intel?ll=34.491426,135.445785&z=17
Google Street View
Based on Google Street View, the Wayspot should be located at the base of this pole, but it is set within a property surrounded by an iron fence.
This is the end of my report on the Shidanomori Area.
Due to the huge amount of research, I have had to send the report using the comments section.
Please forgive me for that. It may have made the whole report difficult to read.
One last point.
Do you remember that I told you that
"I feel that the applicant may have deliberately faked the location of each Wayspot in order to force them to fit into the yellow diamond pattern displayed by the IITC."
The text of my agenda item, and a follow-up report in the comments section, revealed that the applicant had engaged in a number of location disguises.
Here are the results.
I understand that you are very busy,Please investigate this applicant.

Aah!
This is terrible!
What an act of abuse!
The "No. 20 tag" is supposed to be at the Googe Street View **** location.
It has been shifted to the south-south-west by the applicant.
This has resulted in the creation of a Wayspot to the west, beyond the yellow line that runs vertically through the IITC.
The original location of the "No. 20 tag" would have been to the east of the yellow line at the IITC.
The distinctive shape and colour of the trees on the Google Map shows this.

This is another clear and obvious act of abuse.

Title of the Wayspot:トレイルマーカー21 信太の森コース
Location:https://intel.ingress.com/intel?ll=34.489554,135.447654&z=17
In this regard, even Google Street View does not exist and there is no proof of the existence of the No. 21 tag.

Title of the Wayspot:くずのはハイキング 信太の森コース11
Location:https://intel.ingress.com/intel?ll=34.488768,135.449239&z=17
As you can see from Google Street View, the Wayspot is in the east of the location.
The problem, however, is its location.
The location of the Wayspot was deliberately set by the applicant about 6 feet to the east of the location where the photo was taken.
We know that the original location of the Wayspot was at the eastern edge of the tree with the reddish-brown leaves shown on Google Maps.
However, the Wayspot has been deliberately shifted to the east, so that the yellow vertical line on the IITC has been moved to the east and the Wayspot has been created in another yellow diamond shape.

These are list of waypoints currently online in the Shidanomori Area that the applicant claims are trail markers.
However It seems that the practice of positional falsification is not limited to what he calls "trail markers".

It looks to me like the location of the Shidaiyama Youth Outdoor Activity Centre is a long way from where Wayspot is online.
In the applied photo you can see the string "キャンプ場(Campsite)" in Japanese, but the Wayspot title is different.
Let's assume that you wanted to apply for a "campsite".
However, even if you specify "Shidayama Youth Outdoor Activity Center Campsite", which is another candidate displayed on Google Maps, it seems to be much further away from this Wayspot location.

I think this case is worthy of attention.
