Third time rejected

Hi there, this submission keeps being rejected. The first time for being a duplicate, the second and third time for no cultural or historic significance. It's an entrance to a park. I'm attaching the google maps view, the IITC map - the orange x marks the location. I've created a photosphere as well. What am I doing wrong here?! I'm wasting my upgrades at this point.

This is a small park with already 2 park signs accepted, reviewers don't think it needs more.
Have you checked Ingress to see if the wayspot already exists and just isn’t in Pogo?
He posted a screenshot of IITC. That park has 2 pokestops and a gym.
My understanding was that POIs were dependant on the cells and whether or not a POI would intecept or not. The location of this spot wouldn't incept any of the existing POIs. Does that mean that even benches or equipment won't be considered because people deem this park has enough?!
Benches in general are bad nominations, let's let them aside.
In your case, if there are already other signs approved for a small park, people might rate them lower than if there's no other PoI in the park. If your nomination doesn't get enough upvotes then it will be rejected.
You have got already two entrances to the park approved, and they are so similar to this one that it isn't hard to understand that some people might mark down the "unique" question for this nomination as well as for the "entrance 3" that surely you've already nominated.
They might pass in the end, but each one will be harder than the previous ones.
People dont get to review based on having "enough" pokestops. However Niantic has clarified that multiple park signs can be eligible depending on distance... this being a small park with already 2 park signs accepted plays a part in that rejection. Other different candidates can be eligible still.
I see that some parks have the actual play equipment as POIs, like the see-saws, wheels, slides, etc.
It's very vague whether those fixtures are considered actual POIs - thoughts?
The park is also divided - half the park area and half a playground area. Would the distinction of the two be enough to submit as a POI? The two stops are very far away from me as I'm on the opposite ends of them both hence me wanting to submit one of the other signs.
The playground itself can be a wayspot. But only one. No individual wayspots for each piece of equipment.
