A public park could be a good nomination, but at the very least you should use the supporting info properly, read this thread: https://community.wayfarer.nianticlabs.com/discussion/20595/supporting-info-reject-based-on-need-more-pokestop-claims it could seem that it's based exactly on this nomination.
Is this a sign for an apartment complex or other residential development? Unless either the sign or the apartment complex has some sort of historic, artistic, or other cultural merit, it would not meet any of the acceptance criteria. You have it backwards. You have to show that what you are nominating meets a specific eligibility criteria. Your supporting photo doesn't show that the sign meets the eligibility criteria and your supporting statement is 100% irrelevant to what you are nominating.
If it is a sign with the name of the estate / apartment complex / housing development, these are not eligible.
It's the sign for an apartment complex. Those unless of grand nature or particularly unique don't meet criteria and you shouldn't ever mention Pokemon Go in your nominations. Saying there aren't many poke stops in the area will often get an immediate rejection from reviewers. Many apartment complexes offer amenities that would likely be eligible.
