Fire and Police Stations

I've scoured the posts on this forum to find an answer to this, so perhaps someone here will be able to help me out.
It was to my knowledge, that, as long as a waypoint was not centered near an entrance or blocking the access of emergency vehicles, that the waypoint is considered eligible. This could be the sign of the station itself, or the building with the sign displayed within the photo. My understanding is that these buildings don't have to hold historical value, per se, but the criteria of the sign indicating a government building was acceptable criteria within itself.
If this knowledge is wrong, please, drop some facts on me. I would love to stop wasting my time submitting these signs of fire and police stations within my local area, if they are completely not eligible. If someone would like an example of some signs I've submitted, I'd be more than happy to post them to get an opinion.
But the overall 2 questions are this:
"Are police or fire buildings, or the signs indicating what the building is, eligible, provided that it does not block emergency vehicle access?" and "If eligible, how can I show that the waypoint markers are not blocking emergency vehicles for that particular waypoint"?

Even if the Waypoint is not blocking the driveway or entrance of a Emergency Service it could still impact the service. It would be highly recommended to not submit anything related to an Emergency Service.
So the wayfarer help initially says Drive Way, but then goes on to clarify anything that may interfere.

This includes anywhere that may interfere with the operations of fire stations, police stations, hospitals, military bases, industrial sites, power plants, or air traffic control towers.
As far as I am aware there is no criteria listed anywhere that mentions signs for government buildings are eligible. Now there are several goverment buildings that are eligible such as city halls, court houses etc. However, not all Government Buildings/Government Building Signs would be.
Just because they are government buildings doesn't mean they are eligible. @NianticCasey-ING already clarified this in an earlier topic. The CAG states to reject fire stations and hospitals, though things at fire stations and hospitals may be eligible so long as their locations do not obstructs emergency services. Resuming this applies to police stations is a natural extension of emergency services. And again, @NianticCasey-ING has stated that the CAG is still in affect unless contradicted by newer guidelines.
