as you can see on the streetview, the lid is NOT on the public sidewalk, but on the paved private property. In the summer months, the lid cannot be seen at all, as the owners place plants there for decoration. also single family house

I would have to say that the big flagpole doesn't seem like a house, more like an office. But the template also asks for photo proof, you didn't include that in your request.
