Unable to withdraw a submission

I'm unable to withdraw this submission in my queue. Someone else already submitted, and got approved, this location. I have it as an "upgrade next" also, which I'm afraid will use up an upgrade if it gets allowed. What should I do?

Will I lose that upgrade, since there is already an active pokestop that just got approved there?
