Reviewing others nominations and recieve Upgrades for your own nominations.
As @LukeAllStars-ING said, reviewing others and upgrading your own is the fastest way, however even that can be slow too.
In addition to upgrading you want to be sure your submission is more than a "perfect spots in my town for poke stops". You can learn this through experience, and reviewing submissions really helps. Knowing how to take a very good photo, making your description and title good, cross referencing Google Earth/Streets to make sure your submission is found and properly placed, adding in good and valid supporting info (more than just "this would me a great place for all of the pokemon players around here. THX."), etc.
All of these things come together to make your review better. The more "points" a review gets the faster it is approved once it goes to voting.
When I started my reviews would take weeks, months, even years. My last couple took an hour from the time they went into Voting (Upgraded) to the time they were approved.
This link was very helpful to me in the past. I recommend checking it out. I don’t know the creator personally but I believe he may be here in this community. Also, I recommend downloading an app called IITC. Search for it on Google. It will be very helpful to you. Just don’t fake locations.
