I'm pretty sure there's nothing inapropriate or sensitive about Tobacco & food store.
Another way, I'm pretty sure some Polaken don't like shop owner's name: Mrs. Mirka Tauchman, which is German.

Perhaps the reviewers regard a tobacconist as an adult-oriented store or service, and therefore ineligible?
The Rejection Criteria uses language that encourages this thinking, citing liquor stores and ranges for practicing projectile-targeting skills, in addition to any bawdiness….
What criteria did you think this met in the first instance?
If a submission is submitted as a tobacco store its going to get correctly rejected straight away as an adult only oriented store or service. I would bet its been marked as abuse because such a nomination is clearly not acceptable.
