Wondering why this didn't become accepted?
EDIT: Ok, I read title after my coffe so I see it's memorial bench ;)
Your photo is rather small, it's hard to see your bench, but there are some explanations:
For memorial bench, only some of them are eligible.
If it's just a bench for some random person from this area (like "memorial bench for Katie, who was often sitting in this place when she was alive"), then it's not eligible too.
Memorial benches are eligible only if they're made for someone inportant in this area/country (like "memorial bench for a famous actor who was born in this area" - and it might mention something more about him, or "memorial bench for important local person [name and surname here] that rescued local nature/ was working to help children and helped funding local community center for children" or something like that.
I tried looking for Dale Weaver but I didn't got any specific information (every link in Google talks about different person, and I didn't find too much information about any of them). If it's important local person that got this bench, there should be some explonation on the bench and in your nomination why he was important, then it should be accepted. If it's just some random citisien, then it's not eligible. I hope that helped you :)

I googled him and found this https://www.ritchiefuneralhome.com/obituaries/Dale-Eugene-Weaver?obId=8783864 . Dale Weaver was the Supervisor of Maintenance at Michael Foods in Lenox. On his passing the Plant donated the bench in his memory.
No offense to the late Mr. Weaver, but this does not seem to demonstrate that he was significant in the community.
Yes. Billions of people have lived on this earth. Doing your job doesn't make you significant.
The shadow of the submitter in the photo may also trigger a rejection for this POI.
Just to clarify: if someone is rejecting based on the shadow in the photo, they are rejecting incorrectly. That said, it does happen.
There no longer appears to be anything in the criteria about fame or significance in the community. I suppose memorial benches still boil down to whether they are visually unique or interesting.
