Don't understand why was rejected

I submitted the following POI to create a new pokestop for PoGo, but was rejected twice, with no specific reason... Can you help me understand why that happened?

Travessa do Barreiro
Placa de azulejo, indicativa da rua onde outrora existia um acesso a um poco e um barreiro (dai o nome), onde se faziam provas de motocross da aldeia.

This is a plate made in tile for this street, of course it is in the wall of a house, were else could it be? This doesn't make it on private property. This street is full of history in the small town i live, this use to be a field with an old pit, were people got the water to water the fields, also, this was a place were the town boys use to do some motocross during the town celebrations.

It’s definitely on private property, you said yourself it’s on the side of a house; that 100% means it’s located on private residential property. Additionally, street name signs are generally not eligible.
Well, you must come to Portugal, because there are millions of pokestops for street name signs, and mainly like this one, on the side of houses...

Here is the US are millions of memorial benches that are waypoints, but they are no longer eligible without additional historical significance. The existence of stops that were implemented long ago does not mean they meet the current criteria.
