The trail markers in this area all have unique ems locator tags on them with a 2 letter code designating the trail system they are on and a 3 digit number that is unique to each marker. In the 2 photos above the "CC-119" designation is clearly visible on both. One image shows 2 sides of the marker, while the other image shows a third side which is the hidden side to the left in the first image.
The one I chose to report is the one further from the trail and misplaced by a pretty large amount. The image below shows the path of the trails in red as well as a maintenance road in blue. The selected portal is the one I'm reporting.

This PDF shows the area segmentation for each emergency indicator with the CC-119 bollard indicated in the lower third roughly in the middle.
