This spot is located in the back of a private home.
I have shown the possible ways to get there, but both routes are inappropriate because they require going through private property.
As a side note, according to the city's Board of Education, this spot was built by a person who works at another shrine in the city, with the personal cooperation of Fushimi Inari in Kyoto City.
