How does the queue work?
My friend and I both submitted 4 PokeStop nominations at the same time. I spent a ton of time reviewing nominations in order to upgrade two of my nominations and he spent some time and managed to upgrade one of his nominations.
I upgraded my first nomination a day before he upgraded his, however, his went straight into voting and mine is still in the queue almost a week later.
Additionally, his three other *non upgraded* nominations have gone into voting while my two upgraded nominations are still in the queue!
Does anyone know what the problem here is/have any advice? Thanks, I am very frustrated. Is there anyway I can reach out to Niantic for help?

Niantic won’t tell you the secrets of what goes into voting and why.
However, we understand part of it is based on Waypoint density. So if you have a lot of Waypoints where you’ve submitted yours, and your friend has one or none, theirs will reach voting quicker.
It also depends on the amount of reviewers in the area.
The stops we both submitted are in the same area. Any further ideas?
When they built the Wayfarer system, they didn’t want either a First In First Out, OR a Last In First Out behavior. I think they made it a Drunkard’s Walk with some special modifiers that are secret.
This time your friend benefits from either random chance or some secret rule. Some other time someone else will get lucky.
Typically there is a difference due to different cells, this can also apply in different areas as the cell borders do not follow anything like that, main culprit seems to be level 8 S2 cells.
Another thing to consider is a delay of x hours/days before the thing you nominated gets submitted into any queues, x being a random variable of course.
