The worst submission I’ve ever seen got accepted!

I genuinely struggle to understand how this submission got accepted because I know many people who 1*d this and when I reviewed it I marked it as 1* abuse because it was so obviously bad but here it is.
Someone has stuck some painted card to an electrical box. They go by the Ingress name of austin0312.
just looking at the photo you can see it’s not painted on as the card is slightly bent and the tape used to attach it is visible.
@NianticGiffard can you please take a look at this location https://intel.ingress.com/intel?ll=54.825495,-7.449785&z=16&pll=54.825571,-7.45142 please take some action against the submitter for this ridiculous submission and take a closer look at anyone who didn’t 1* this because it makes a mockery of the system.

Oh yeah, someone else started a discussion around this exact nomination. Everyone here agreed it was 1* worthy and only had differing opinions on the rejection reasons (abuse or temporary were the main two I believe).
I’m disappointed to hear it was accepted.
They stuck some card to an electrical box outside their house. This isn’t a mural. This is people abusing the system and they must have got a lot of locals to upvote it as I know many people who marked it 1* abuse
either lots of locals upvoting it or too many reviewers not spotting an obvious fake (which in itself is concerning)
I thought someone else has reported this before in this forum?
I reviewed this, and laughed out loud as it was so bad it was funny. Spoiled for choice as to why to reject, including if I remember correctly that the location was off. The supplementary pretty much said we created this to get a pokestop. I thought it might even be a honeypot! Can’t remember what I selected, but I definitely 1*
I’m really annoyed not to get an agreement for this, and then have to put up others of mine being rejected.
Bangs head on wall.
Are you @NianticGiffard, @NainticGiffard-PGO ? Does Niantic have rules against impersonating staff members? I guess not. I swear you changed you username recently. This one too: @GiffardNiant-PGO
Getting back to the subject at hand, the lines on the art work don't line up with the gaps on the street furniture, so it's clearly not painted on it. I almost want to admire the effort that has been put into this fakery but then I remember these are the sorts of people who will sit in a Poké gym all day and never let somebody from a different team have the gym...
If it was actually painted on the object itself that would be one thing, but it's been placed there. For all we know, it could be being moved around the country to get fake Wayspots. The rules don't explicitly state that art relating to a Niantic game is disallowed so if it was a more formal street art it might have been okay.
I see now. This @NainticGiffard-PGO is previously hotwheeeel-PGO just like @Reistan-ING is previously mabuk01a1-PGO. Both, along with one more account, are already warned by the true @NianticGiffard before. Not sure for @GiffardNiant-PGO but I guess that one's just another account of him.
@NianticGiffard just give your action already.
I don't think people need to have a problem with you or spy you to notice your obvious multi accounting. Even Giffard (the real one, you know) warned you already.
Sad to see again that the "punishment" for multi accounting here is a "please don't do it".
Nobody is spying you. Everybody can see your post history, that includes everything that you did with the previous nick.
And when the guy creates a topic with one account and then later on replies on the same topic as if he was the OP but with a different account, it is just too obvious.
There is an imposter among us. @NianticGiffard you have a twin?
So someone made a fake NainticGiffard account, to defend the fake POI…? You really couldn’t make this up.
Under Section 3 of the Community Guidelines:
Never impersonate other players or Niantic staff.
Using the name of a Naintic staff member IS impersonation.
The fact that you call yourself NainticGriffard leads to other people believing you are Niantic staff, who can easily miss the swapped letters.
I wonder... Is 1* under abuse actually rejecting something? I feel like the ones that I have flagged for abuse get through somehow and I have to then file a complaint here on the forums to get it fixed... I suppose we will never know unless Niantic tells us how it works. Just wondering because as said, either its a.) a group of people cheating the system, b.) people not paying attention and approving a fake or c.) some mix and maybe 1* abuse selection is just a flag and not a reject?
No you are breaking all the rules, using a similar if not nearly identical name to Niantic Staff, and you just changed the name of 2/3+ accounts you have on here (after being warned not to have multiple accounts). Which you seem to be trolling/abusing with, and trying to defend abuse of the Wayfarer system.
I don't know what you and your alter ego accounts are doing, since I dont have facts, but don't worry, I (and probably others) have reported your accountS and will let Niantic look into it.
Since a number of us did reject, it could easily have been resubmitted…..but it would be surprising for us not to see it a second time.
To the best of my guesses, no, it doesn't. It only gives the rejection reason. I've only used the "1* abuse" a few times (where I listed that it was a duplicate photo being used elsewhere) and the candidate was still accepted and is still there.
So, either it was never looked at or Niantic doesn't consider use of duplicate photos to be abuse 💁♂️
@NianticGiffard or @NianticTintino or whomever handles this kinda stuff… just shut this guy down. Clearly a disruptive troll.
Do you remember the issue with a huge number of people (mostly from Germany at that moment) that were punished for edits or reviews that they did months ago?
I would guess that the abuse team has (or used to have) a huge backlog of issues, so in the meantime the wayspot is approved and then they look at the abuse report several months later.
Yeah… I think maybe we need clarification on this? It should be a rejection but it feels like it isn’t that way…
But wasn't that only associated with edits?
I don't think that they have a "edit abuses team" and another "nomination abuses team"
But the abuse flags are set up different.
When reviewing an edit, there's a button that you can use that allows you to not vote and instead issue an abuse report. For a nomination review, the abuse is simply in the rejection reasons.
Yeah, thats why it "feels like" something is broken. It almost seems like if you 1* reject something but choose the abuse category its not rejecting it, its just flagging it? Maybe I'm out in left field but thats the impression I'm getting.
Well, yeah. A Wayfarer doesn’t have the authority to absolutely and categorically deny a nomination. They can flag it as abusive, but that means it should be screened by somebody at Niantic. We hope it receives appropriate scrutiny, but it’s not difficult to imagine some garbage sneaking through.
I guess i was under the impression that 1* means you are voting on rejecting it, no matter what the "criteria" chosen for 1* was.
Sure, but it should count as a rejection, just like any other 1*.
Anyway, we should also have proper feedback from these reports. It's the reason some people stared posting everything here.
the funniest bit of this to me is that if someone wants a home poi so desperately they can spend a few bucks putting in a little free library on their curb and it’s a slam dunk 5* while also at least contributing something to society. all these crazy scam attempts are just sad
