I would probably try to take a more artistic approach to the main image to try to make the reviewer want to approve, especially if there’s anything you can do to make it clear at a glance that the cars are two different objects.
I don't see anything wrong with this nomination. If I were very picky, maybe I might want a bit more detail in the title to distinguish it from the one down the road (e.g. "Antique Railway Motorcar at [building]"), but that's just a minor thing.
Out of curiosity, could you post a screenshot of the one down the road that's already in-game?
Actually, I looked it up. The other car is longer and doesn't have doors, but wow, I wasn't expecting them to look so similar. I guess my tips after seeing that are as follows:
Take the main photo from the other side of the car so that it's not so similar to the one that's already in-game.
Definitely give this one a distinct title. That could be either a location-based title (as I mentioned above), or it could perhaps be an actual description of the car such as a model number. That brings me to my next point...
Do some research about this particular car. Does it have a model number or name? Where did this particular car that's now on display come from? What makes it different from the one down the street?
I still think it's a good nomination, but with another one of these so strikingly similar just a couple blocks away, this one will need to find a way to stand apart from it.

Maybe you need to include something really basic, like "Our city council placed this little section of track here, with this historic motorcar." Or, maybe "motorcar" is confusing to reviewers. What about "Antique Railroad Repair Truck"? Can your Supporting Info include a link to something official - your town, or maybe a generic railroad history site that explains that specific type of car?

And in any case, a car is perfectly fine in a photo as long as the license plate isn't visible, so there's no problem with that photo.
And also, that photo is the supporting photo of that nomination, so even if it showed a group of people and several license plates and a watermark, the nomination would still be eligible because that supporting photo won't be used in any game.

I found the info in the support text more interesting/catching than the description.
Editing the existing POI title less... generic might help if you get another rejection. Model number suggestion is a good one IMO.
