Nomination In Queue Since July 30

I nominated two spots on July 30th. One I used an upgrade on which was approved two weeks later.
The second nomination was still In Queue when the first was approved in mid-August. I used an Upgrade on it but now, a full month later, it still is In Queue.
It is about 100 feet to another PokeStop, would that cause it to stall like it has?
