Where is the Appeal Button???

What is wrong with this submission? The artwork is clearly displayed outside the building. It’s not a school or hospital. The photos aren’t blurry (the text on the art pieces can be seen easily). I got out of my vehicle to take the pictures! My last three upgraded nominations were rejected for similar stupid reasons and I’m so over it. Where is the appeal button we’ve been promised? Niantic is going to be flooded with appeals if nominations continue to be rejected for dumb reasons!

The only thing I can much help you with is the photo quality response; reviewers seem to prefer images that are straight on and square, rather than at an angle, and I think yours is slightly tilted as well.
I don’t think the image is bad enough to merit a rejection, and I immediately found these things on Google Maps when I searched the name of this location, so I don’t believe they’re fake, and I do believe they meet acceptance criteria as an artistic installation in a public space. I’m not sure what the reviewers are seeing that’s different from what I found.
Thanks for the response. My last three upgraded nominations were rejected like this also. It’s so frustrating, and it seems like 90% of my upgraded submissions are rejected for dumb reasons, but I basically have to upgrade my nominations or it takes foreverrr for anything to happen. My area doesn’t have many Wayfarer users, unfortunately. I took the picture from a slight angle because there were people sitting on a nearby bench and I didn’t want them to be in frame lol

Possibly? But I’m nominating the artwork, not the actual resource center. I don’t know where the line is drawn half the time. All I know is that I thought it was a fairly decent nomination, so I was a bit surprised at the outcome.

It's community review, so I'm not sure there is a "line" as such and some would be fine with this. I just know that some reviewers consider places for people who are struggling to be a bad fit for games.
Your title doesn't match what you are submitting. It is a quote, and not artwork. I would have rejected this simply for the mismatched title.
I don’t see how the title is misleading. I called this series of ceramic tiles ‘artwork,’ which they are. I wasn’t just nominating the tile with the quote, but all of them along the front of the building, as evidenced by the supporting picture and the phrase “these art pieces” in the description.
Instead of using the “artwork” that is literally a painted quote. Use the one of the tree or any other thats a better piece of art. And this will more than likely get approved
Or use a picture of one of the tiles with imagery on it for the main photo, or even a picture showing multiples. The supporting photo goes away after acceptance, so the main photo should agree with title and description text.

You redact more normal words than a junior school would do when teaching minors, its gone from being mildly amusing to down right pathetic and idiotic.
If you visit their web site (which admittedly is not linked in the nomination), it’s a day use community center that closes at 3pm or 4pm each day. It is designed to provide services (legal aid, medical attention, haircuts, etc) to the home less population, but it’s not a “shelter” in the way many would think of the term.
I would focus on the tree tile or another one that is not words. Those quote canvases can be bought at Hobby Lobby and are extremely generic. (Even if a quote is hand painted, it's not really artistic or unique.) Although they shouldn't, many people make a snap judgment based on their first impression of the main photo.
