Permanent fixture rejected as temporary?
It was rejected as being temporary/seasonal even though (as pictures from Google Maps/Facebook/Yelp prove) it's been there for years. The coffee shop itself is also featured in Best of Philly (https://www.phillymag.com/best-of-philly-archive/hibernian-coffee-shop/) and the Philadelphia Inquirer (https://www.inquirer.com/news/pennsylvania/hibernian-cafe-drexel-hill-irish-food-20190913.html) which makes it more than just a generic business. I guess I could submit the whole coffee shop but I was hoping to get more quirky, out-of-the-box Pokestops like the ones I see in big cities that make interesting gifts. Any tips on how I can improve it?

Nominate the coffee shop itself?? Place to meet friends and socialise?? That’s a window painting that can be wiped off. Also go in the day time.

You nominate the painting but then give a whole explanation about the business. Focus on one or the other.
Definitely temporary. You can even see where it's missing paint. It's not like it's a mural meant to be permanent. You'd be better off nominating the actual coffee shop.
Some reviewers have the notion that if it can be moved or removed, than it is temporary. However, Niantic has stated that temporary is only for things that are likely to be removed.
If it can be wiped off then why are there photos of it having been there since as far back as 2011? It might need to be touched up from time to time, sure, but I already provided proof that it isn't temporary.
Can I nominate the whole coffee shop while making the leprechaun the main focus of the picture? As I said, I want to make more Pokestops that look interesting when sending gifts like the ones I see in Philadelphia and New York.
What specifically makes this coffee shop unique or stand out from other "generic" coffee shops or cafes? Answering that question in your nomination will give your nomination a better chance at getting approved, though it will still be an uphill battle.
I wouldn’t do that. That’s confusing. It will be already hard enough to get it accepted.
I agree with this. Pick one and make your nomination about that and in this case, the cafe sounds like a solid pick.

I genuinely don't understand what makes something temporary or not. A window painting that was been in place for over a decade with evidence = temporary but I see plenty of Pokestops based on framed paintings that can be moved or murals and street art that can easily be painted over. It would be nice to have more Pokestops that are interesting and not just more football fields and trail markers.
As I said earlier, some reviewers believe that if something that is easily removable, then it is therefore "temporary". There is honestly nothing you can do about because they still hold fast to that belief even after Niantic has said that temporary is for things that are likely to be removed.
Thanks. I guess I'll try again with a photo in brighter lighting and a link to the Facebook photo from 2011 and maybe let the local community vote on it instead of using an upgrade.
If you want to make waypoints that look interesting why would nominate a leprechaun scrawled on a shop window. It’s been there since 2011 but the next day the shop owner could decide they don’t want it anymore. I don’t see what’s interesting about it? It’s not an official work of art by a local/famous artist?? If the coffee shop is highly rated and popular meeting place why not try that. Do some research on it.
Because that's all it would take to make a Pokestop/portal in Manhattan and you can't walk half a block without coming across a Pokestop/portal there.

But it’s not. I’ve had perfectly acceptable waypoints rejected. A trail marker today. A community garden with a clear sign saying community garden rejected. About 9 times now.
That sucks. 😟
The shop has a higher chance of being accepted than the painting. Definitely try nominate the shop instead.
Maybe try using the fact it has won an award to convince reviewers.
Best to take pictures at day time. get up early or go just after it shuts
