I have a proposal that has been refused 3 times when it is eligible, for reasons that I understand but unfounded.
It is about a statue of the virgin embedded in a niche which is on the wall of a house but on the street side. The concern is that this street is a dead end that we can only see on the aerial view of Googlemap and therefore we do not know how to locate the statue correctly. In addition, I do not know how to take a correct photo from a distance to show the surroundings while taking the statue at the same time because the angle of the passage does not allow it.
However it is a passage frequented by many people and in particular pokémon players because this passage connects 2 central points where are several pokéstops and arenas.
I have already specified in my requests for proposals that it was a dead end, etc ... but I am systematically refused it by telling me that the place is incorrect or that it is on private property, which is not therefore not the case.
Does anyone have an idea on how I could finally propose this statue which deserves any interest therein, the Virgin having had an important place in my small town?

If the niche is on the wall of single family house, the private property rejection is valid according to Niantic criteria. No matter how wrong it might seem in the local context.
For location confirmation problem, try creating a Photosphere?

You can post your nomination screenshots (both photos, all text, location and screenshot of rejection mail) in Nomination Improvement part of forum to get some advices from other players how you can improve your nomination to get it accepted next time.
Without seeing your nomination it's hard to give you some advices, but if it's really on a wall of single family house (even if on the street side), then according to Niantic rules it's still part of this single family house, and because of that it's ineligible for being on property of single family house (PRP). I know it might sound harsh, but Niantic lost some cases in court because of that, and now because of that anything on ground/wall of single family house is ineligible.
If it's not on single family house (but on multi-family house, and you can prove to reviewers it's not a single family house) then it's eligible and you can get it accepted with some improvements of your nomination.
So, it really depends on where your nominations is. If you show your nomination in Nomination Improvement part of forum, you will known for sure if has chance of getting accepted, or if it's better to look for something else in this area to nominate.

From what you’ve said though, it sounds like the POI is in a wall of a private property? It doesn’t matter if it’s on the street side or you can reach it, if it’s on a single residence private property it’s not eligible.
if its on a house it is not eligible. Even when it is on the street side. There is no improving this. It will always be correctfully rejected for being on private property.
