Clarification request for candidates within Military Bases.
Earlier answers were very clear that anything within a military base should be rejected:
April 2018
Q56: Would it be possible for us to get further clarification on the status of portal submissions on military bases?
A56: NIA OPS says that the OPR Guidelines state to one star submissions in Military bases.
August 2019
Q68: When voting on military base portals are we supposed to vote 1* on new portals at bases? I was under the impression that grandfathered portals are fine but do not sumbit new ones? This topic has been a highly debated issue in the portal appeals threads lately. Just asking for clarification for the community.
A68: Yes. The current guidance is to one star all new Portals on military bases. This supersedes any sub-category of eligibility like gathering places, exercise equipment, etc.
After Wayfarer launched with its updated text about the Obstructing Emergency Services criteria, the question was asked again with a rather vague reply:

Q58: The guidelines still state that military base portals should be rejected if obstructing emergency services. Users are still submitting things in neighborhoods/museums/gathering places on base because there is nothing in the guides saying not to. We know from your August AMA that they should be rejected regardless of other criteria. If that stance has not changed can this be edited into the guidelines with a note that existing base wayspots are ok?
A58: Some of these submissions could be from before the launch of Wayfarer. Please follow the guidelines in the Wayfarer site to review these nominations.
Should we consider this latest answer as an update that overrides the previous answers? Or an incomplete answer that wasn't considering previous clarifications? This has been debated at length across several platforms and is very much unclear to reviewers and nominators alike. Personally I've encountered a half dozen candidates within the housing portion of a military base in the past week and was unsure how to rate them.

"Hi folks,
- Pergolas are potentially eligible if they're not on private property and are safely and publicly accessible.
- Drinking fountains as pictured in the OPs question are not eligible. Decorative water feature fountains are eligible.
- Unfortunately Military Bases aren't as straightforward as the other two questions: not considering wayspots on bases is a legacy decision that was recently revised. We haven't been reactively removing wayspots that are on bases unless requested to do so by a commanding officer of the base but no new wayspots should be approved if they're on a military base. As Andrew mentioned in the AMA, any wayspot on a military base should automatically receive a 1* review, surpassing any other potentially eligibility notes.

When doing wayfarer reviews. If you click on obstruction of emergency services. Military bases are included in this description. They are on the don't submit list.
Also when niantic make a new statement in here or in AMAs the new guideline is the valid one and overrides all previous guidelines
