What counts as a low quality photo?

I recognise that blurry/poorly lit etc photos are a no go. But what about photos which are acceptable technically, but e.g. are the ugly signboard for a building that's being nominated because it's beautiful? Is it valid to reject because the photo is horrible even though it would make a great wayspot?

Wayfarer is not a photography contest, better photos can be added afterwards.
If the image doesn’t properly represent/display the nomination, absolutely reject for image quality. Better to get it right the first time.
Even if the signboard is ugly and the building is beautiful, I'd always accept. Remember that submitters are motivated to use pictures of sign, as they are often the easiest path to acceptance.
