University cafeteria buildings
In the past I have submitted two university cafeteria buildings (just the building nothing inside). Both were rejected and I did not resubmit. However, shouldn't they be considered waypoints based on a place to be social? For example, I was in one of these buildings last week and saw people gathered around a big table playing a board game and being social. Even if people are not playing a game but eating I would think a cafeteria is a social place. I'm reconsidering submitting the two university cafeteria buildings as waypoints. All input would be great. Thanks

In my opinion and interpretation of the nomination criteria, they absolutely should. Not only does it fit the socializing aspect, but I would even go as far as to say that the official university cafeteria is more notable than a random local non-chain restaurant, as it's the official eating & hanging out spot of a large campus.
The only time I would consider rejecting a university munching spot is if it's one of several restaurants in a food court, in which case I would consider the food court itself as a single valid spot if they're all clumped together.
A place to be social? Considering the standard of food served at my old university caferteria, they was more of an aura of gloom and despondancy about the place than anything else - you went there out of desperation more than anyhing else.
Regarding the OPs question - what do these cafeteria look like. If they are basic sorts of places then they are unlikely to be approved as they ar essentially "restaurants" and the same sort of review standards should be applied.
Niantic: Submit interesting locations that have cultural value, local uniqueness, and broad accessibility.

I think they meet the social criteria as much as every restaurant anywhere. That is, by letter of the rules you could approve every restaurant, but if you did, nothing would stand out as noteworthy. I would probably apply similar practices, in that, if there's something particularly special about it, it could be a good POI, but it's not that interesting just because college kids have to gather there to eat. Is there an area specifically for socializing, like a game room or movie room? Those might be better options.
