Little Free Library on Sidewalks of Private Residence

This is a no-no, correct? I just want to make sure I am fairly reviewing them.

Q48: Little Free Libraries... when reviewing potential portals in OPR, should LFL be approved if they are next to the road or sidewalk within the county/city right-of-way, but the lawn they are on is owned and maintained by a residential home privately owned? These seem to be on county/city property and private property at the same time. It seems the LFL is inviting the public to stop by. What do you say?
A48: According to NIA OPS, If it's on someone's private residential property (right-of-way or not), it does not meet criteria. If it's on a common area that's not associated to any private residence, that should be ok.It's hard for us to know the local nuances of legal access for a global game, so as a general rule, if it's on the 'Do Not Submit' list, do not submit them.

This is correct. If they're attached to a single family PRP, even a boundary wall belonging to the aforementioned PRP, they're ineligible.
There are too many neighborhoods that I know of where the sidewalk is part of the home owner's property line that if someone submitted an LFL there, they'd need to provide proof that is wasn't part of the PRP.
FWIW, almost all fire hydrants are located in the "right-of-way" also... if LFLs in the right of way are ineligible, so are decorated fire hydrants. Also, most sidewalks fall in the city/county/state right-of-way zone (typically measured from the center of the roadway)... so nothing on sidewalks in front of PRP should be nominated/accepted, either.
