I know game stores that are not part of big chains are elligible, but what about Toy stores?

They are not inherently eligible or ineligible, but it will probably be hard to get such a store approved. The best toy store candidates would probably be vintage toy stores that are locally unique. You would have to explain in the nomination how the toy store is a good place to explore and how it is unique and special to the community (that is, of course, if it truly is those things - if it's not, it's probably not eligible). If the store does something like host swap meets or other events, that will help its eligibility.
Is there a weekly gathering at the toy store? Like a hobby club? Just putting a photo of the store with a description might not get accepted but if you can show in the additional info it has a social/club meeting a week or every two weeks it might help.
I approved a knitting shop last year because they had a knitting club meeting there every Saturday. Knitting is not my hobby but that should not affect my rating of the submit. Reviewers need to be objective when looking at potential waypoints.
If they specialize in a specific type of toy, like trains or bears, or if they've been operating for a long time, that could make them unique and eligible.
I love toy stores and would probably be lenient, but I would also expect the description to tell me something about it.
