Add Military Base Line Item Rejection Reason

Now that the discussion has been settled*, can we please get a line item rejection reason for "Military Base" similar to the K-12 reason? If folks submitting those are just getting "obstructs emergency services" emails, they are going to keep resubmitting, arguing that it doesn't. Especially since they were previously being approved, as shown in my featured wayspots.

I 100% agree. Major rejection reasons like this need their own rejection reasons; they shouldn't just be tacked on to some other largely unrelated rejection reason where they can only be found by those who are looking carefully.
