Appeals process?

I have been hearing about an upcoming change to nominations that will allow submitters to appeal nominations that have been deemed ineligible. Has this started yet? Is there currently an appeal process in place?

You can only post your nominations in "Nomination improvement" so other people might provide their point of view about how to improve your nominations.
