I’m from Germany and experiencing the same problem, I haven't been able to review submissions since Friday evening.
@NianticCasey-ING 5/24/20 - New update for you. I asked two Level 40 Pokemon Go friends if I could use their account to do reviews... they previously had not done any reviews before. I passed the initial test, and proceeded to review intentionally fast, in order to try and trigger the error message that way. Here are the results:
Based on the limited testing I've done, it appears likely that the issue is that something is stopping new nominations from coming through, and that the speed of reviewing is not what is causing the problem. Unless of course, it's an intentional change that everyone only gets 20-25 reviews every 3.5 days, in which case that's something completely different. While I don't think I or most of the community would be happy with that change, it would be nice to know whether this is something intentional going forward.

I got some new reviews today for the first time in Six days. It was nice to be able to review. I got several dozen and then was back to no new reviews. This is what Happened last time. Seems like something prevents new subs to be released for review for some reason.
It's interesting that you brought that up given the timing of this thread and that one ;) seems almost a coincidence... But worry not. I read the comments on the post (reddit) and it was online for less than 24h and was a very small one, so if Gonçalo had indeed made something (dude I can fake your name in a certain not-recommendable website with 10m in paint and quarantine did left people with a lot of time on their hands) it would never had impact in Wayfarer system whatsoever. I started reviewing as soon as it opened for Pogo players and have more than 20k reviews done and it should've been more because of the "no nominations to review" bug. I had a friend who reached level 40 during that time and ran out of stuff to review in 15m (lol). Plus I even find funnier how certain people always go after the same guy who tried to correct the system on a company that he doesn't even work for but do nothing on actually relevant posts on community abuse like the one from last week where the player had been harrassed by some members of the community.
theres no need to add the information that the acceptance / rejection of POI has been drastically slowed down here in germany due to the fact that people do not review or cannot review.
Even if you're fustrated, account sharing is not a solution.

Appreciate the feedback. The point was to test the possibility of this issue being caused by reviewing fast, all other things being as equal as possible. It was not meant as a workaround.
Nominated places in cells I play in and still don’t get anything to review from them or nearby.
I’ve gone another 24 hours with nothing. Seem to go 5-6 days with nothing. Then a few dozen, then nothing again.
After several days with the bug, I just got reviews back. Will be "interesting" to see when the bug will return.
I’ve been getting periodic review droughts but still nothing local to where I’m playing.

@NianticCasey-ING So after the "initial" I was able to review again. I reviewed very slowly over the past week and then had this same issue persist yesterday into today with over 24 hours of zero items to review. The root cause does not appear to be fixed at all. Could you please escalate this issue again to the Wayfarer Team.
There are people begging to review and not being given anything to review. I try to review every single night while watching TV and cannot do so tonight because of this problem.
Is this going to be the new normal now. 3 days of "No nominations available" then 40+ nominations comes in, gone through, back to another 3 days of "No nominations available". I mean what's so difficult for letting us know if this is a bug or official feature?

I doubt Niantic would have banned GoncaloCdM for sharing a username with someone who wrote and posted a github TOS-breaking script without looking into it further. I tend to give the benefit of the doubt, but in this situation, that benefit is a large stretch.
I'm going to go on a limb and say you didnt look at that link in time. There was plenty of evidence in there.
Just dropping in to give credit to @SouLPrison3r-ING for bringing this up. You could perhaps imagine that some players stopped going outside to play in recent months, right? Even maybe just not open the relevant gaming app?
This was certainly true for me, so the other night I went out and fielded in the neighbourhood, all under 1 km from home. While there was no nominations that night, the next morning it was all back to normal! It was a day off, and I basically sat the whole day reviewing (500+) until I got the "normal drain" as usual.
Unfortunately, the next day, I was back on the bug and have been for two days now. Played some more yesterday with seemingly now effect. Will keep on trying.

Look at how easily I faked a link with someone's name, imagine the prints I can forge with some time in paint or photoshop lol. I think this is more about framing someone than actual "scripting". I followed the Reddit thread and they don't even have prints, only "word of trustworthy members and mod", which tbh, I don't buy it, I can be trustworthy when I want to and use that status to do stuff like this to people I don't like out of pettyness. I'm not saying it is fake or what I stated above but to someone who sees the constant "stalking" of the same group on that user and being the ones that intervened the most both here and reddit...it's so fishy it stinks. Besides, these type of "cheats" exist since OPR in a lot of communities, why bring it to the light now?

And I also once html'ed a picture of a friend on a news website to troll him and printscreened, it's easy to fake this type of evidence, read what I wrote to @GearGlider-PGO though
I've had the same problem since today. After over 12,000 reviews :(
Coincidence, but I doubt there is a connection. GoncaloCdM's last post on these forums is dated April 29, which is probably when he was banned. The cheat script didn't surface until May 20 or 21. His ban was likely prompted by his directed harassment of Niantic staff members, continued posting misinformation on the forums, and was later proven that he was lying about his own credentials.
Have you set bonus area?
I have often seen that this does not happen after setting the bonus area.

Still, it works, was just a quick example. I could put your name on some script too and say you did it and have my friends back me up, that was the point though
From what i saw the only thing that linked to gonçalo's user was the link, since the script was online for less than 24h and was very very small, I highly doubt it had any "crucial" information, correct me if I am wrong, I saw it when it was posted before they had the thread down because of the link
To the **** eye that's probably all that was linked to him, but I'm sure Niantic did their due diligence with all the rest of the info in there.
Show me the misinformation, and the "harassment" is just as the one you do to Niantic on Twitter, since I see people doing way worse than that while not helping/calling out on bugs and actual issues and not getting banned from here at all, I highly doubt it is the case
