Once again my nomination has been rejected on the real place. The same submission has been accepted on a neighbor city. I wonder how is this really working? All submissions get rejected for no reason, unless the ones that are completely fakes. I wonder how many valid nominations get declined for no reason. And now probably people will come here comment what they think that makes this a invalid nomination, but all pokestops around are just like this one i send. So i guess this is it, the nomination system is broken.

That looks like some sort of vandalism. Those "illegal" Graffitis are not valid except you are living in Brazil, there those Graffitis are 50% of the existing POIs.
To add to @LukeAllStars-ING's comment, most of the graffiti that we see posted on the forums from Brazil are on the walls of private residential property. Even if one does meet the Eligibility Criteria for its artistic merits, it would still not be acceptable because objects on private residential property meet the Rejection Criteria under ineligible location. Anything that meets any of the conditions on the rejection criteria should not be accepted.
