How many times can you now resit it review test?

I thought we were now able to resit the Wayfarers Review Test as often as needed to learn how to pass, and with only a 15 minute gap between?
This doesn't seem to be the case ATM. As I just failed it and was told to wait 30 days for one more try!
When will the new rules take affect?

They said “next week” on November 3rd.
So that would be from Wednesday at the earliest.
